Treat Williams is playing James Bennett aka “Sam” Phelpes, Neal's father. James Bennett, Neal's father, was a cop who became dirty when stealing some money from a bust. He gets tangled up with the Flynn gang. He gets out by turning states evidence, which forces him, his wife (Neal's mom) and Neal into witness protection.
This watch is a good choice for a character who is very down on his luck, but needs to have some class. The Timex looks great and is very inexpensive.

The Hublot Tuiga is a prop surveillance watch given to Neal Caffrey when he is under cover. It allows his FBI handlers to hear what is going on as Neal “does his thing. The Hublot is a good choice because it is a high-end watch that whoever Neal is pretending to be would be wearing. It is also large enough on the wrist to make it believable that it has a radio transmitter built into it.
